Commission sends 1661 Westmore Road back for action with detailed design directives

At a study session on Jan. 13 the Burlingame Planning Commission reviewed a proposed new single‑family dwelling and associated variances at 1661 Westmore Road and directed the applicant to return for action with revisions addressing numerous design concerns.
Staff described the project as a new single‑unit dwelling with a front setback variance and special permit requests for plate height; the applicant and architect Wing Lee said the design responds to an uphill lot and family needs. Commissioners praised the rear elevation and the floor plan, but they repeatedly criticized the front elevation for excessive verticality, window placement, lack of eaves, and a large "forehead" above the garage and front bedroom. Several commissioners recommended reducing the front plate height request (from 9 ft‑11 in toward 9 ft), adding horizontal articulation and fascia, revising the front window location, and adding exterior lighting and details to improve curb appeal.
Commissioner Schmid moved to bring the item back as an action item with a detailed list of concerns (window location/shape/size, siding and material options, restore eaves, reduce front plate height, skylights shown on elevations, details for window trim, front door and lighting, and landscaping to soften verticality). Vice Chair Horan seconded. The motion passed unanimously (7–0).
Next steps: the applicant will revise plans addressing commissioners’ list of items and the item will return as an action item for a formal vote.
