The Adelanto Planning Commission voted to approve a location and development plan (LDP 25‑01) and conditional use permit (CUP 25‑01) for a proposed 30,200‑square‑foot truck and trailer maintenance facility with a 1,000‑square‑foot office on a 20.61‑acre site at the northwest corner of Emerald Road and Cassia Street.
Planner Jim Hurst presented the project and noted the site is zoned light manufacturing and surrounded by like uses. Hurst described a 34‑space requirement for employee parking (the project provides 34) and explained the design includes parking for truck staging (staff described overall truck parking capacity in the plan), two access points spaced per fire‑department requirements, and a landscape plan that exceeds the 5% requirement.
On employment, Hurst said the project would likely support about 25 jobs: “These will be good paying jobs, mechanics, and a likely number would be about 25 people employed here,” he said.
Staff recommended adopting a Section 15,183 CEQA exemption based on consistency with the Adelanto North general‑plan EIR and approving the LDP and CUP subject to conditions. Commissioners asked procedural questions about prior 2023 approvals and the timeline for construction; staff said the 2023 entitlement remains valid if building permits are pursued or an administrative extension is requested under Adelanto code.
The chair moved to adopt Resolution P25‑11 (Section 15,183 exemption) and approve the LDP and CUP; the motion was seconded and the vote carried by a voice vote recorded as 'Aye.'
