Council approves Congregation Zichron Chaim parking expansion with variances and fence conditions

The University Heights City Council voted to approve the Planning Commission’s recommendation for Congregation Zichron Chaim to expand its parking lot at 2392 South Green Road from 31 to 67 spaces, subject to multiple variances and site conditions.
Representatives for the congregation said the expansion will ease street parking pressure in the neighborhood; the project was revised during Planning Commission review to reduce potential impacts on adjacent properties. Council read the motion that approves the expansion with conditions requiring: an appropriate security barrier and signage around an on-site pond; board-on-board fencing to match the neighbor’s existing fence on the north side (privacy concerns); a 20-foot clearance on Summerfield Road and a prohibition on right turns onto Summerfield; an increase in lot coverage to 63%; and six front-setback spaces reconfigured so they are perpendicular rather than angled for safety.
The congregation’s representative, Ovadia Armstrong, and the project engineer said they had accommodated many of the Planning Commission’s recommended changes and were prepared to apply for permits if the council approved the recommendation. Councilmembers asked clarifying questions about the location of the six front-setback spaces and confirmed the congregation’s willingness to install privacy slats or matching board fencing where required.
Council moved and approved the Planning Commission recommendation by roll call. The motion passed with all present voting aye.
What happens next: The congregation may apply for building and zoning permits consistent with the approved design and the conditions placed by council and the Planning Commission.
