Summary
The council approved multiple ordinances and contracts on March 16, including changes to the Memorial Commission, appointment of a member, an Axon body-camera contract contingent on funding, fee schedule changes at the aquatic center, a mural award, creation of a 'Sip and Stroll' district, and a drainage materials purchase for $108,768.
The Aransas Pass City Council on March 16 approved a package of ordinances, contracts and community requests following a lengthy public briefing on regional water supply.
Key votes included an ordinance amending the Memorial Commission to increase resident membership from four to five and to permit meetings "as needed," and the appointment of Sarah Perez to the new seat for a term through Sept. 1, 2027. The council also authorized issuance of a request for proposals for disaster debris removal and emergency services after the city exhausted renewals on its current contract.
Council approved the police department’s early renewal and replacement contract with Axon to provide body-worn and vehicle-mounted cameras and digital evidence storage for a five-year term (staff quoted a total of about $507,516.91). The staff presentation said an early renewal reduces the five-year cost by roughly $50,000; final funding is contingent on approval by the crime control and prevention district.
On community programming, Aransas Pass for Youth received an in-kind sponsorship: the council waived facility fees and approved use of the Aransas Pass Aquatic Center for a seven-week summer program (Thursdays, 10 a.m.–noon, June 8–July 23). Staff said reducing program hours and moving sessions to an already-open day would lower labor costs and help maintain affordability for families; AP for Youth’s director, Joanna Munoz, and local parents emphasized the program’s role in keeping children engaged and safe during summer months.
The council amended the aquatic center fee schedule (season pass and off-season rental adjustments) and approved a public-art award for a postcard-style mural at 361 S. Commercial Street for up to $9,000 (the RFP record used slightly inconsistent artist names; staff and the motion referenced Jennifer/Jane Seymour). The council created a ‘‘Sip and Stroll’’ district with clarified rules (24/7 glass prohibition within the district) and approved the purchase of drainage materials for the Jackson Place drainage project from Ferguson Enterprises for $108,768, with reimbursement expected from the San Patricio drainage district.
All motions carried and the meeting moved to executive session for several personnel and contract items; council reconvened with no reportable action and adjourned at 9:13 p.m.
