Finance committee updates administrative rule for meal payments after districtwide free‑meal rollout

The Beaufort County Board of Education Finance Committee reviewed an administrative regulation (OS 37R) on March 16 that updates student lunch and breakfast payment procedures to reflect the district's Community Eligibility Provision rollout.
Miss Crosby told the committee the update aligns rules with current practice after a 2023 USDA rule lowered the CEP eligibility threshold from 40% to 25%. "Following a 2023 USDA rule lowering the minimum threshold for CEP eligibility ... they moved the threshold from 40% to 25, and it gave the Beaufort County School District an opportunity ... to implement a CEP districtwide, which we did as of 07/09/2024," Crosby said. Under the provision, Crosby said, "all students are eligible and may be served 1 free breakfast and 1 free lunch daily." She added that Riverview is not participating because it operates under a separate food‑service authority.
The proposed OS 37R administrative regulation removes language focused on student meal debts because staff said districtwide CEP eliminates unpaid meal balances for covered meals. Crosby explained students who wish to purchase additional meals or a la carte items must do so at the point of sale or have funds on account, and parents retain an option to add funds to accounts for those purchases.
Committee members had no further questions on the update, and staff said the item was provided for information and to bring the administrative regulation into compliance with current practice.
Next steps include posting the updated administrative regulation and continuing routine oversight; no formal board action was required during the March 16 meeting.
