Chesnee City Council adopts business-license update required by ACT 176, approves Philco sidewalk contract

The Chesnee City Council on Aug. 11 adopted an amendment to the city's business license ordinance to update the class schedule as required by ACT 176 of 2020 and approved a contract with Philco to pressure-wash sidewalks across the city.
Mayor Pro Tem Lauren Dove moved to accept the ordinance on second reading; Councilwoman Monica Skipper seconded and the motion passed by unanimous voice vote of the council members present. Mayor Bruce Mahaffey read the item into the record before the vote.
The council then considered bids to pressure-wash the city's sidewalks. City Administrator Delisa Coggins said three bids were received and reported Philco's proposal was the most cost-effective. Councilwoman Monica Skipper moved to accept Philco's bid; Mayor Pro Tem Lauren Dove seconded and the motion passed by unanimous voice vote. The minutes note that Philco also offered to pressure-wash CADA Park as part of the work.
These actions were recorded as formal motions during the Aug. 11 meeting; the minutes show the council approved the July 2025 minutes earlier in the meeting and adjourned following the agenda.
What happens next: the ordinance was carried on second reading and accepted by the council on Aug. 11; the municipal clerk will reflect the adopted changes in the city's ordinance records and staff will proceed with contract administration for the sidewalk cleaning with Philco.
