City staff presented a draft Request for Qualifications (RFQ) seeking a multi-disciplinary engineering firm to provide general project management and specialized engineering services across departments.
"As the city intends to pursue various grant opportunities, we will prioritize firms capable of assisting with application, reporting and comprehensive grant administration," the city manager said, adding that demonstrated expertise in those areas will be a significant factor in selection.
Staff urged commissioners not to rely on price alone when pursuing federal grants; qualifications and relevant experience will be primary. Commissioners discussed whether an in-house city engineer position would be kept busy and whether a contracted firm could provide better responsiveness and a wider range of specialties (civil, wastewater, electrical and mechanical).
Staff noted airport projects would likely not be part of the general RFQ because FAA requirements and specialized work make the airport work ill-suited for the same contract. Commissioners asked staff to advertise the RFQ, to seek local firms where feasible (to reduce travel/mileage costs) and to return with ranked recommendations.
No formal award or contract was approved at the workshop; staff will proceed with advertising and bring contracts back to the commission for approval.
