Collegedale approves Sky Boss MOU and change order; airport project to exceed grant by roughly $42,000

Collegedale commissioners on Jan. 5 approved multiple airport-related items, including a memorandum of understanding with Sky Boss HQ LLC to operate a fuel truck at the city airport, a construction change order on the Sky Boss facility and an on-call engineering services appointment.
Staff said the Sky Boss change order (No. 3) addresses roof drainage and sidewalk drainage work. When originally presented the change order exceeded $100,000, the presenter said, but work by the city’s public-works engineer and alternatives reduced that amount by nearly half. Staff reported there is about $5,900 left in the AEDF grant for the project; applying the change order will exhaust that balance and leave an approximate $42,000 overage to come from city fund balance on a roughly $1.28 million project.
"We were able to nearly cut it in half because of that," the presenter said, adding staff and the engineer had eliminated several unnecessary items. Several commissioners noted the overage is less than 5% of total cost and characterized it as reasonable. The commission approved the change order on roll call with one no vote from Vice Mayor Sadler; other airport-related approvals were adopted unanimously.
The commission also approved a memorandum of understanding with Sky Boss HQ LLC to permit a fuel truck operation at the airport after legal review and minor edits to term and termination language; the MOU was presented as ready once staff fills a two-year term field and removes an inapplicable "termination for convenience" phrase from one clause.
Separately, after an RFQ the commission named Allen & Hoshall as the city’s next on-call airport engineering consultant (replacing Garver) for routine professional services; staff described Allen & Hoshall as experienced in regional airport work and recommended approval.
The approvals included a staff commitment to monitor remaining project costs and report any further change-order needs to the commission. The presenter warned that additional overruns would come from city funds after the AEDF balance is spent.
