Committee shifts public-service grant funding toward prevention and pauses micro‑grant rollout

The committee adopted amendments to public-service grant programming that reallocate funding toward prevention and diversion categories and away from the acute category to better match application demand, the committee approved the measure unanimously.
Maribel Figueroa of the Grants and Contract Compliance Division explained the PSG council’s recommendations: there were many higher-scoring prevention/diversion applications this year, but funds in the acute category had been allocated more broadly the prior year. She said all but one applicant in the acute category received awards. She also said the micro-grant program is paused because the same staff resource that would implement the micro grants is currently dedicated to community benefits agreement (CBA) oversight and corrective actions following a recent audit; PSG intends to resume the micro-grant program once staff capacity is restored, or funds could roll into other PSG allocations by September 30 if unused.
Council members discussed in-person courtesy review language, scoring outliers and guardrails to preserve stewardship and credibility. Staff explained the grant-scoring process includes removing extreme outliers and that most categories now have five scorers per category to avoid single‑score dominance. The committee approved the package and accompanying amendments.
