Nina Sickler of Public Works told the committee the study will identify population and operational needs, infrastructure requirements (parking, pump stations) and produce room-by-room needs to determine square footage and three feasible sites that could accommodate the identified facility size. She emphasized the study is a site evaluation and will not itself make a construction decision; committee members said the work the council’s prior special committee completed reduced the study’s scope and cost.
Several council members urged robust stakeholder engagement, including incorporating findings from a prior special committee and town-hall meetings as sites are evaluated. The committee approved the appropriation and selection 7–0.
