Council approves Lexipol policy‑update contract paid from opioid‑abatement funds

The chief told council the department’s most recent policy update was in 2014 and said Lexipol’s service includes legal vetting aligned with federal, state and case law, daily training bulletins and access to opioid‑related modules (including naloxone updates and treatment‑first response standards). He said this work will also support development of a mental‑health co‑responder policy.
The first‑year cost for the expanded services is $20,465, with an annual renewal price of $18,335. The chief said those costs will be paid from opioid‑abatement settlement funds rather than the city’s general operating budget and cited the settlement’s schedule and allowable uses (training and related services) as the basis for the expenditure.
Council moved, seconded and recorded affirmative votes to approve the addendum; staff thanked the chief and noted next steps would include contract execution and policy implementation.
Next steps: Lexipol will begin policy review and deliver bulletins; the police department will work with staff on implementation and report back on policy changes and training completion.
