Council accepts TID audit, approves Grain Park rephasing and recruitment funding

The Marshfield Common Council approved several finance and capital items on March 10.
Finance Director Jennifer Solinski presented the audit for Tax Incremental District No. 13 covering activity through Dec. 2024 and explained the statutory requirement to audit once a TID reaches 30% of its original project-plan expenditures. "This audit found no issues at all with how we have been recording revenues and expenditures to date," she said. The council moved to accept the audit and place it on file; the motion passed by voice vote.
Park, Recreation and Forestry Director Justin Caspersen requested approval of budget resolution 05-2026 to modify the phasing of Grain Park projects to improve construction sequencing, reduce redundancy and maintain the planned 2028 completion date. The proposed changes move the playground and pavilion between 2026 and 2027 and advance the restroom from 2027 to 2026. The council approved the resolution.
Human Resources Director Sarah Dressel requested approval of budget resolution 06-2026 to allocate approximately $20,000 for recruitment costs to fill the vacant assistant city engineer position — about $17,000 for a recruitment firm and $3,000 for interview/relocation expenses. The council approved that resolution as well.
Each measure passed by voice vote and will be implemented by staff as described in the city presentations.
