San Bernardino board approves personnel report, expels students and amends superintendent-level contracts

The San Bernardino City Unified School District Board of Education on Jan. 6 unanimously approved a package of personnel actions that included a personnel report, student expulsions recommended by a hearing panel and amendments to multiple senior administrators’ contracts.
The board approved Personnel Report No. 12 (dated 01/06/2026) after a motion by Trustee Tillman and a second by Mrs. Alexander. Trustees recorded aye votes on the report and the motion carried.
The board also accepted and adopted the hearing panel’s findings and the panel’s recommendation to expel the students listed in the panel report. Trustee Tillman moved the expulsion action; Trustee Medina seconded and the board voted to carry the motion. The board’s action referenced the panel’s findings and cited compliance with Ed Code "section 48 900" as set out in the staff resolution; the resolution directs implementation per board rules and the hearing-panel record.
In separate personnel items, the board approved amendments to employment contracts for the assistant superintendent of educational services, the assistant superintendent of student services and the associate superintendent of business, facilities and operations. Each amendment was moved and seconded, called for a roll-call vote and carried unanimously.
Trustees also voted to cast the district’s ballot in the San Bernardino County School Boards Association election (electronic ballot due 01/23/2026), approving the incumbents as presented on the ballot after a motion from Dr. Wyatt and a second from Trustee Tillman.
What the board said "We approve the personnel report as presented," the presiding officer stated after the motion. Trustees who spoke during the meeting emphasized following proper procedures and relying on hearing-panel findings when disciplinary measures move to an expulsion.
Next steps The expulsions will be implemented by district staff in accordance with the board’s resolution and cited legal authority; the superintendent and staff will execute contract amendments per the board’s approvals.
