City Attorney staff described the amendment as an addition to the charter’s candidate‑qualification provisions; the item was presented at second and final reading and staff recommended approval. Commissioners asked for and received clarification that the proposed language would require candidates to consent to a background check (it is not optional) as part of the qualifying process. With no public comment on the item, commissioners approved the ordinance on roll call and staff said the proposed change will be presented to voters for ratification in August.
The commission's action was procedural: adoption for placement on the ballot. The item will not take effect unless ratified by the electorate.
