The Kissimmee City Commission voted unanimously to adopt an amendment to the 2025–2029 consolidated plan and the PY25 CDBG action plan that will allow the city to apply for a $3,000,000 Section 108 guaranteed loan to renovate the Heaven and Vine Apartments.
Francis of the Development Services Department told commissioners the application would fund the remaining work on the 123‑unit development and would specifically support the third phase of the project, converting 43 motel units into functional studio apartments and renovating office and administrative space for The Haven. "The intent of the application is to request $3,000,000 for the renovation of the Heaven and Vine Apartments," Francis said, adding that loan payments would be made from future CDBG funds and program income generated by the property.
Francis said the city completed a required 30‑day public comment period and received no comments. Commissioners had no public speakers on the item and proceeded to a motion to adopt and submit the amendment; the motion carried unanimously.
The action authorizes staff to include the Section 108 guaranteed loan program in the consolidated plan and annual action plan as part of the city’s financing strategy for the renovation. City staff did not provide an exact loan timeline beyond noting that payments will come from future CDBG allocations and program income; staff said they will return with standard administrative steps as the application proceeds.
