Kissimmee accepts 2024 CDBG CAPER and approves amendment reallocating funds for housing and code enforcement

City staff presented the City of Kissimmee’s 2024 Consolidated Annual Performance and Evaluation Report (CAPER) and a proposed substantial amendment to the FY2024–25 Annual Action Plan, and the City Commission approved both actions unanimously.

Frances de Jesus of the Development Services Department summarized the CAPER, reporting the City received $896,880 in Community Development Block Grant (CDBG) funds in program year 2024. She said more than half of that funding was allocated to rehabilitation of the Haven on Buying Apartments to create stable housing for individuals and families experiencing or at risk of homelessness; relocation assistance will be provided to households that need temporary relocation during work on the development. "During program year 2024, the City received $896,880 to carry out a number of activities outlined in the 2024 annual action plan," Frances de Jesus said.

Staff also presented Substantial Amendment No. 2 to the City’s Annual Action Plan for fiscal year 2024–25, proposing to redistribute unspent public services and planning/administration funds to planning and design for the Haven on Buying Apartments rehabilitation and to increase funding for code enforcement to address overruns. Staff said the amendment and the CAPER were advertised as required by federal regulations and no public comments were received at the hearings.

The commission voted to approve the CAPER and then approved the second substantial amendment by voice vote; both motions passed unanimously.

What happens next: Staff will amend the consolidated plan and annual action plan records to reflect the approved changes and proceed with contracting and program implementation per HUD rules.
