The Kissimmee City Commission on Jan. 6 adopted Ordinance 3128, changing the zoning designation for roughly 13.62 acres at 201 East Dakin Street from Mixed Use Center to Waterfront to accommodate a proposed redevelopment that staff said could include a hotel and a new civic center.
Ryan Alteizer, senior planner with Development Services, told the commission the parcel — currently home to the library, the SunRail parking garage and the civic center — was compliant with the city’s comprehensive plan and land development code and that the Planning Advisory Board recommended approval by a 3–1 vote. He said the parcel was rezoned in 2022 to bring it into the form-based code adopted in 2020 within the downtown CRA district and is now being considered for reuse.
Mayor Jackie Espinosa called for final reading and a motion to adopt Ordinance 3128. After a second, the clerk conducted a roll call and the motion carried 5–0.
Why it matters: The rezoning shifts the parcel’s allowed uses and enables redevelopment proposals tied to downtown revitalization and the city’s civic-center planning. The City’s planning staff said the change is consistent with the comprehensive plan; opponents or members of the public did not speak at the hearing.
The immediate next steps: With the zoning map amendment adopted, developers pursuing projects on the parcel would still need to submit site plans, building permits and any state or local approvals required for lodging uses and construction.
