Vicky Thomas, communications director, said the procurement adopted a tiered approach, held pre‑bid meetings and performed site visits to increase participation by smaller contractors. “We pulled out all the stops to really make sure that we gave everyone an opportunity,” Thomas said.
Several members raised equity concerns about how the largest award in the package was allocated. Member Amber Calloway questioned why Creative Day — a vendor based outside Detroit cited in the record — received the largest share (described in the meeting record as roughly a $500,000 two‑year award). Calloway said she would hold up that line item if the contract included separate mileage charges and argued the distribution felt inequitable compared with smaller Detroit firms receiving smaller amounts.

Members explored options to increase local participation, including mentor/prime–subcontractor relationships and CREO certification incentives; staff said pre‑proposal meetings promote those connections and that local points or mentor‑venture arrangements are available in city‑funded RFPs.
Council moved the combined AV contract package (7.1–7.4) to formal with a recommendation to approve; the record shows the motion carried with no objection.
