Deputy Auditor General Mark Lockridge briefed the committee on two audit‑related contracts recommended for award to Plante Moran: a five‑year engagement covering annual comprehensive financial reports, single audit, and audits of water and transportation funds (fiscal years 2026–2030) with a total contract amount around $9,239,000, and a $370,000 OCFO contract to prepare the ACFR and related financial statements.
"Plante Moran was awarded this contract. We had three companies that put their bids in. The plant had the highest score," Lockridge said, adding that Plante Moran has specialized experience in government accounting and had taken concessions during the COVID period. Chief Deputy CFO John Naglick and procurement staff described the evaluation process and the reasons for recommending the firm.
Deputy CFO representatives explained that the smaller $370,000 contract sits under the OCFO budget because Plante Moran will prepare the ACFR workbook and the financial statements for specific enterprise funds after the audit is complete.
The committee voted to send both line items to form with a recommendation to approve.
