Detroit committee hears ARPA status report: roughly 70–74% of $826.7M obligated or spent

The Budget, Finance and Audit Standing Committee heard an appropriation-level status report on American Rescue Plan Act (ARPA) funds from the Legislative Policy Division and the Office of the Chief Financial Officer.
"The city of Detroit was awarded $826,700,000 in ARPA funds," Legislative Policy Division staff member Mr. Corley said, and "as of 06/30/2025, the City has spent about $575,000,000 in ARPA funds." He added that, as of the week of Sept. 8, the City had spent about $613,000,000, or roughly 74% of the total allocation.
The presentation broke the obligations down by category: Mr. Corley said approximately $84,400,000 was spent on payroll and about $491,000,000 on contractual services, with the remainder obligated across other categories. He noted the city is required to spend ARPA allocations by Dec. 31, 2026, and that the administration expects the bulk of remaining expenditures to occur through mid‑2026.
Council members asked where members of the public could find the underlying reports. Mr. Corley directed residents to the City Council website under the policy division reports link and the OCFO ARPA dashboard, which he said is posted weekly.
Committee procedure followed after the presentation: a motion to receive and place the monthly ARPA reports (line items 5.2–5.7) and the December 2024 ARPA status (line item 6.1) on file was moved and approved without objection.
The committee also discussed a separate, council‑level appropriation (appropriation 2020) that divides about $9.5 million among council members for ARPA‑related projects; Mr. Corley said several contracts and purchase orders are obligated under that appropriation and that invoices (actuals) are expected to start appearing in September. He said the OCFO plans to return to council with details on a second round of reassigned ARPA dollars by early October.
Next steps: the committee placed the ARPA reports on file and asked staff to return with follow-up information on specified appropriations and timelines.
