The overall estimated project cost is $11,874,800. Staff identified potential funding sources including $4.6 million in general obligation improvement bonds and a roughly $890,000 contribution from Saint Paul Regional Water tied to water‑main-related improvements.
The council voted to accept the feasibility report, authorize preparation of plans and specifications, and call a public hearing at 7 p.m. on Feb. 23, 2026. The council also approved a professional design services agreement with WSB Consulting and directed the mayor and city manager to sign the agreement with minor attorney‑approved revisions.
Next steps: staff will hold a neighborhood meeting prior to the public hearing to review final design details and assessment options; the assessment hearing is tentatively scheduled for September 2026 with construction anticipated June–November.
