Maplewood council adopts ordinance to bar retail sale of dogs and cats at pet stores

The Maplewood City Council voted to amend Chapter 10 of the municipal code to prohibit pet stores from selling dogs and cats and to allow pet stores to host adoption events in partnership with shelters and rescue organizations.
Ms. Parr, who presented the ordinance, said the city’s review of comparable local ordinances showed most pet stores already work with rescues and do not keep animals overnight at adoption events. The ordinance would require a certificate of source to be posted at enclosures and allow stores to host adoption events only with rescue organizations or shelters.
Council Member Juniman moved to approve the ordinance; the motion carried. The council then approved a resolution authorizing publication of the ordinance by title and summary so it can proceed through the city’s codification process. Mayor Abrams thanked resident Jan Durwa for bringing the request to the council’s attention.
Staff comment and next steps: the city attorney and clerk will place the ordinance in Chapter 10 and arrange publication as required by local procedure.
