Maplewood to host staff‑led community conversation on immigration enforcement after council debate

Mayor Abrams announced a staff‑driven “community conversation” to give residents, faith leaders and neighborhood groups a structured forum to discuss recent immigration‑enforcement activity affecting Maplewood.

City Manager Mike Sable told the council the event is intended to be a staff‑sponsored convening — not a City Council decision forum — and that staff will offer multiple ways for residents to provide input, including an online portal and phone line. “This is truly intended to be staff driven… it’s not a council meeting and it’s not a policy maker conversation,” Sable said.

Several council members supported the idea while urging safeguards. Council Member Villavicencio urged explicit “safer space” guidelines and a facilitation structure so conversation does not devolve into shouting matches. Council Member Lee cautioned the council against holding a large public meeting “in the heat of the moment,” saying people most affected by enforcement may be too fearful to attend and that staff should provide quiet or confidential channels for input.

Sable warned organizers that turnout is uncertain and said staff will prepare for different scenarios, including potential disruptive behavior, and will gather ideas in advance from community networks. He said the meeting could produce recommendations for actions the city or community groups could pursue, but he emphasized the limits of city authority on immigration enforcement.

Next steps: staff will finalize format, outreach and feedback channels; the mayor encouraged council members to attend but said participation by elected officials will be at their discretion.
