Residents press council on cleanup of Uniroyal site, SNAP and transit; callers also raise animal-control and voting concerns

Six virtual callers addressed the committee during public comment, raising neighborhood and citywide concerns that spanned environmental cleanup, social services, procurement oversight, transit reliability and voting rules.
Betty A. Varner, who identified herself as a Detroit resident, promoted University Home Care ("please call (313) 558-9958"), described the service area as Wayne, Macomb and Oakland counties, and asked for donations for her organization, DIVA.
Another resident said they were "so appalled by this government" and questioned whether the former Uniroyal company's cleanup or a demolition had contaminated the site; the speaker urged the city to verify soil conditions rather than rely on assurances and alleged developer influence and conflicts involving local development entities.
A different caller urged the committee to address SNAP benefits and food-bank support, criticized the use of ARPA funds for developer projects instead of direct resident needs and said the committee's agenda paid insufficient attention to basic-needs programs.
Tyson Gersh thanked members for earlier attention to the BZA transcript-fee matter and urged the council to revisit an ordinance (section 17) that he said allows departments to "sneak... contracts through" using delegated authority, which he said reduces council oversight.
Reverend Cunningham thanked the council for recent donations and described needs for gloves, hand warmers and bus fare; he urged support for the Detroit Department of Transportation contract vote and said bus unreliability harms residents.
Cindy Dara asked the council to delay passing measures that would "lock in" the next council, noted circulating petitions for constitutional amendments, and advocated for approval voting instead of ranked-choice; she also asked that her write-in vote be counted. Marguerite Maddox Scarlett asked the committee to address stray animals and rehoming options.
The chair moved on to unfinished and new business after public comment. No committee action was taken on the items raised by callers; the matters remain matters for staff or future council consideration.
