"Where did all of that money come from?" Gersh asked, saying he has asked multiple city offices for an explanation and filed a FOIA request.
Gersh noted that the BZA underspent its appropriated expenses by roughly $162,000 and questioned why revenue more than doubled relative to mayoral and council projections for the same period. "I cannot get an answer from anybody," he said.
A separate caller identifying herself as Carolyn Hughes questioned other budget items, saying a proposed budget entry draws on the residents' utility user tax and that state revenue sharing appears omitted. Hughes also raised concerns that the city was proposing to move $42 million into an income-tax reserve and urged an investigation into missing income tax revenue. "If it were boom, you would need this and you all need to be investigated," she said.
