Committee forwards multiple settlement requests to formal and schedules follow-ups on contracting and language-access memos

The Internal Operations Committee considered multiple items under unfinished business and took procedural steps to send settlement requests and memos to formal consideration.

Line item 6.1, a settlement request in Anthony Collins v. City of Detroit and Arianna Nicole Smith (case no. 24-007889-NI) for $65,000, was moved to formal with a recommendation to approve; the chair recorded "hearing no objections, that action shall be taken." Line item 6.2, Northland Radiology v. City of Detroit (case no. 24-008599-NI), a Department of Transportation claim for $16,500, and line item 6.3, Shanta (Shante) Montgomery v. City of Detroit et al. (case no. 24-003258-NI) for $50,000 (Police Department), were each moved to formal with recommendations to approve and sent forward without objection. Line item 6.4, Carolyn Taylor v. City of Detroit (case no. 24-005796-NO) for $25,000 (Department of Public Works), was also moved to formal with a recommendation to approve after committee confirmation that Member Calloway's earlier question had been addressed.

Separately, the committee received and filed a memorandum from Council member Gabriela Santiago Romero regarding language-access ordinance implementation (line item 6.5). Member Waters moved to receive and file that memorandum and the motion carried without recorded objection.

The committee also discussed a memorandum from Council member Leticia Johnson about the council’s ability to revoke delegated authority for contracts subject to administrative approval (line item 6.6). Attorney Anderson told the committee the issue would require detailed review; the committee moved to bring the item back in one week so LPD can complete its review. Line item 6.7, the Office of Contracting and Procurement's July and August report on administratively approved contracts, was likewise moved to return in one week for further review.

Next steps: Each settlement item will appear at a formal session with the committee's recommendation to approve. LPD was asked to draft a resolution for the Sherman reappointment, and staff were tasked to provide additional review and documentation on delegated contracting authority and the OCP monthly report at the next committee meeting.
