The Office of the Chief Financial Officer presented a resolution amending and supplementing language in the master installment purchase agreements previously authorized in the FY25 year-close resolution. Donnie Johnson, acting deputy CFO and budget director, said the action is a legal cleanup requested by bond counsel to restate the limited-tax pledge and tax covenant for recordkeeping and IRS purposes and does not change funding, borrowing levels, or authorize an additional $2,000,000 beyond what council previously approved.
"This item is really just a cleanup item," Johnson said, adding that the resolution "simply restates what was already authorized by council a few months ago, but adding more detail from a bond law perspective."
Members thanked Johnson for the clarification. Member Santiago Romero said the explanation helped resolve public confusion about whether the city was seeking new funds. The committee voted to send the item to formal session with a recommendation to approve.
