New Harmony council approves minutes, a house plan and a community award; discusses cemetery maintenance and road ordinance

The New Harmony Town Council handled routine business after closing the hearing on a nonconforming-use determination. The council accepted the minutes with changes after the town clerk read them; Councilmember Batty moved to approve, Councilmember Pace seconded, and the vote was unanimous.
Justin Smith presented plans for his house, which the council approved unanimously on a motion by Councilmember Pace and seconded by Councilmember Norm Allan. Town accountant Kipp Lewis asked the council to begin listing potential projects for the next fiscal year to aid budgeting and planning.
The council received two nominations for a Dallas Grant award — Emmalyn Prince and Steve Feldman — and on a motion from Councilmember Larsen, seconded by Norm Allan, voted unanimously to award the grant to Steve Feldman. A water-share drawing was not required because only 10 people submitted names; the clerk will advise participants and issue bills.
Bryce Schear asked what the town needs in a formal bid to maintain cemetery and park mowing, weeding and maintenance near the post office; he will submit a bid at the next meeting. Councilmember Pace reported on a Blue Stakes free-membership program that would send notices electronically; the council asked him to obtain prices and details.
In reports, Councilmember Larsen asked the planning commission to draft a 'drive out' ordinance to keep mud off public roads and received permission to obtain materials to repair the west cemetery entrance; he also proposed building a berm on the north side of the cemetery to reduce flood risk from the Northfield Ditch. The council agreed to raise water meter lids during upcoming chip-seal work. Mayor Gary Prince said wood chips are not for sale and that he will install a lock on the water-tank gate. Councilmember Batty reported that the lead/copper rule work will be done by Sunrise, which has subcontracted parts of the work.
Councilmember Norm Allan moved to close the meeting; Councilmember Pace seconded. The council voted unanimously to adjourn at 9:30 p.m.
