Policy-office staff and the law department told members that while some changes can be negotiated in a memorandum of understanding (MOU), the intergovernmental agreement and state law set limits on the land bank’s statutory authority; changes would require negotiation with the land bank and could not conflict with state law.
Council approved drafting the resolution with no objections recorded during the session. Members said they expected additional staff work and legal review before any final contract amendments or binding deliverables were considered.
Separately, the council approved a resolution in support of Senate Bill 492 and debated a nonbinding resolution encouraging waterfront activation and potential WNBA-related recreational activities; several members expressed interest in leveraging waterfront funding while requesting more detail before supporting venue-specific steps.
