The Neighborhood Community Services standing committee moved line item 6.3 to formal session with a recommendation for approval after staff described MDNR grant amendments tied to three former city parks.
Staff said the three parcels — Wick Park, Weigel and Brush Allied in the Midtown and Brush Park neighborhoods — were transferred and sold in support of housing and together total just under 7 acres. As mitigation staff said the city will reserve 97 acres at Rogel Park in perpetuity for outdoor recreation.
"These are 3 former parks in the Midtown and Brush Park neighborhoods," the assistant director of general services said. Staff credited an in-house archivist for elevating the issue, saying the archivist has been reviewing physical records and creating a digitized list to prevent similar conversion errors going forward. City staff said they conduct title searches and will continue doing a manual second pass through older files.
Council members pressed staff on what steps will prevent future mistakes; staff described a manual review of filing cabinets and the creation of searchable, digitized records in coordination with Planning and Development and the Law Department.
The committee moved the item to formal session for council consideration; staff will correct wording in the agenda packet to ensure 'Detroit' is properly referenced.
