The Detroit City Council Health and Safety Standing Committee advanced a slate of procurement items and administrative actions at its Feb. 2 meeting.
Unfinished-business emergency demolition contracts (items 5.1–5.9) were returned to the committee for a funding clarification; staff confirmed the work will be paid from Neighborhood Improvement Bonds (the committee reported $12,000,000 available) and the items were sent to formal with no recommendation.
Procurement actions approved or sent forward with a recommendation to approve included:
- Contract 6005898 (5.10): vehicle repair service and parts for Detroit Police Department (Jefferson Chevrolet). Committee asked whether unused funds return to general funds; Captain Jason Adams said unused contract funds will be retained by the city.
- Contract 6004494 amendment 3 (6.1): extension of time only for the Russell Ferry Truck Wash (DeAngelis Diamond Construction) to 09/28/2026 because of a pump lead time of 28–32 weeks.
- Contract 6007603 (6.2): $2,431,280 commercial alteration for 5811–5817 Concord, grant-funded and tied to Packard plant cleanup work north of the boulevard.
- Contract 6007258 (6.3): $12,898,000 DWSD water system improvements (see separate coverage for project scope and discussion).
- Contract 6007605 (6.4): three-year uniforms and related services contract for the Fire Department with Phoenix Safety Outfitters; procurement reported no Detroit vendors bid despite outreach.
- Contract 6007602 (6.5): $149,000 grant-funded purchase of lactation pods for the health department (see separate coverage for details on placement and access).
Other administrative items: the committee received and filed dangerous-building findings and orders (6.6), approved the deferral of a demolition (6.7), received and filed a Legislative Policy Division report confirming that the Michigan Public Service Commission has jurisdiction over electricity and natural-gas shutoffs (6.8), and scheduled a return on a memo about public restrooms in three weeks (6.9).
What’s next: Several items will appear on the committee’s formal agenda for final votes; Legislative Policy Division staff will prepare a draft resolution on state bills (SB 508–510) for the committee to review in one week.
