The Planning and Economic Development committee on Jan. 29 voted to move a lease agreement for 931 Selden — contract number 6007573 — to the formal agenda with a recommendation to approve. The lease covers use of the parcel as a construction staging area to support development of 900 Tuscola; the committee recorded a rent amount of $500 per month and a contract period through Oct. 31, 2028.
John Truong of the Housing and Revitalization Department introduced the project and said the city is supporting the larger, city-funded development. Developer representatives (Peter Presedo and JP Mansoff) described the site as a partial parcel that will be used during construction and noted Invest Detroit currently leases adjacent gravel parking. “There is a site fence up right now,” Presedo said when asked about dust mitigation; he added winter conditions and gravel surfacing help reduce fugitive dust and said the team will address issues as they arise.
Council Member Gabriela Santiago Romero pressed the developer on dust controls and the physical scope, citing neighborhood complaints during phase one when a fence was removed. The developer said gravel will be placed across the rented portion and that the lot will be used for staging and access to the northern portion of the building during construction.
Pro Tem Coleman Young asked how the $500 monthly rent was established and whether the rate is consistent across city projects. Truong said construction-staging rents for city-supported projects typically range from $500 to $1,000 per parcel and that $500 is within the expected range for sites of this size.
Truong and the developer said the ultimate development will provide roughly one parking space per unit (above the zoning requirement of 0.75:1) and that once construction is complete the staging lot will no longer be needed. The committee moved the item to formal session with a recommendation to approve.
The item will return to the council’s formal docket for final approval; committee members requested additional follow-up with staff on the status of any planned sale of the parcel and community notification about staging conditions.
