Conley outlined the proposed staffing model: one community organizer, one community health worker, a certified housing counselor, and two bilingual case aides (English/Spanish/Arabic). The contract is grant funded and totals $136,000 over two years ($68,000 per year) and is intended to reach about 300 residents, prioritizing ZIP codes with the highest eviction rates (Conley cited 48213, 48206 and 48214 as examples).
Member Renata Miller and other councilmembers praised the outreach model and requested data: Miller asked for information on landlord compliance rates and the certificate of compliance backlog, and requested Right to Counsel and Detroit Building/Code (BC) provide follow‑up data to help focus efforts and budget requests.
The committee moved the Black Bottom Group contract to the formal session with a recommendation to approve.
