Detroit’s Department of Innovation and Technology (DUIT) briefed the committee on a planned replacement for an end‑of‑life IT service‑management system. DUIT said the present platform has been in use for nine years and the vendor consolidated/acquired the prior provider, prompting replacement.
Brandon Sledgemellon (DUIT) and Nicholas Clark (IT manager) described the system as a shared service used by multiple departments — public safety, payroll/case management, the water department (DWSD), and treasury — and said licensing and support are necessary to maintain city operations.
Procurement reported it sent the solicitation to 715 suppliers and shortlisted four offers. Member Renata Miller asked why DWSD, which collects substantial revenues, is not paying more up front; procurement said licensing is charged annually and the department is billed for its share and that chargebacks/reimbursements are the mechanism used.
The committee voted to move the item to the formal session with a recommendation to approve and requested evidence that chargebacks or licensing invoices are in place so the council can verify DWSD is meeting its obligations.
