The Public Lighting Authority (PLA) presented a plan to the Internal Operations Standing Committee outlining a financing package and schedule to restore and expand residential street lighting across Detroit.
Bo Taylor, PLA chief executive, said a recent bond refinancing freed roughly $10 million in capital and produced about $1.4 million in annual savings the authority can apply to maintenance. "We could take two years of that residual funding and add it to the $10,000,000 making it about $13,000,000," Taylor said. He estimated the funds could add roughly "3,000 to 4,000 lights" (with upper estimates up to 7,500 depending on unit cost), including new wood poles and LED fixtures distributed by district.
Taylor told the committee that the PLA statutory structure requires certain prudency qualifications for board members—an attorney, a finance professional and an engineer—and described the mayor/council appointment split embedded in state law (M.C.L. provision discussed during the item). He recommended reappointing existing board members to maintain continuity and urged the committee to move quickly so planning and community engagement could begin for a summer construction start.
Council agreed to schedule interviews for three mayor-proposed PLA candidates on Feb. 4 and to solicit names from council members to fill two council appointments; LPD will confirm statutory qualification language in writing. Member Scott Benson asked for supporting documentation on the projected capital and operating costs, and Taylor said the authority would provide details and meet with council members individually.
Next steps: PLA interviews will take place as scheduled; LPD will verify appointment qualifications and the PLA will provide further cost and schedule documentation.
