The clerk reported committee recommendations that a large number of House bills be referred to the Committee of the Whole with a favorable recommendation, and the chamber received introductions of several bills including the annual funding bill and measures addressing health coverage and Medicaid overpayments. The House adjourned until Tuesday, April 7 at 9 a.m.
Why it matters: Committee referrals set the next procedural steps for bills to be debated and amended on the floor; the budget measure and several health-related bills will go to Appropriations, where funding decisions and trade-offs are resolved.
Details: The clerk announced House Bill 1410, sponsored in the House by Representative Sirota and also carried in the Senate by Senator Bridal, concerning funding for the executive, legislative and judicial departments for the fiscal year beginning July 1, 2026; the bill was assigned to the Committee on Appropriations. The clerk also read introductions for House Bill 1411 (by Representatives Brown and Taggart; Senators Mobley and Kirkmeyer), described as changing health-insurance benefits for certain low-income individuals who are not eligible for medical assistance because of their immigration status and reducing an appropriation; and House Bill 1412 (by Representatives Sirota and Tigard; Senators Bridal and Kirkmeyer), which would authorize the Department of Health Care Policy and Financing to use statistical sampling and extrapolation to recover overpayments to providers for certain Medicaid services; both were assigned to Appropriations. House Bill 1413 (by Representatives Saroda and Brown; Senators Mobley and Bridges), concerning leave time for certain public servants, was likewise sent to Appropriations.
Separately, the clerk introduced Senate Bill 51 (sponsored in the Senate by Senators Ball and Lisonbee and carried in the House by Representatives Paschal and Ricks), described as relating to age attestation for users of computing devices; the clerk said it will be assigned to the committee on Business Affairs and Labor.
On resolutions, House Concurrent Resolution 1002 (by Representative Soper and Senator Rich), which would submit proposed amendments to the Colorado Constitution to require distributors of pornographic material to verify recipients are at least 18 years old, was laid over one day under House rules and assigned to the Committee on State, Civic, Military, and Veterans Affairs.
Procedure and next steps: Numerous bills were read into the record and referred to committees for further consideration; the Committee on Finance also recommended an amendment to a listed bill and its referral to the Committee of the Whole. The clerk noted that printing and messages (from the Senate, the reviser, and the governor) will be printed in the House journal. A lawmaker moved that the House stand adjourned; the chamber adjourned until Tuesday, April 7 at 9 a.m.
