Erie County to seek outside engineering firm for Campbell Street roundabout after staffing shortfall

Deputy Engineer Matt Rogers told the board the county purchased roundabout‑design software years ago but never used it because the employee trained on the tool left and a retirement went unfilled. Rogers said he is the only engineer remaining in the office besides Mr. Dodrill and is not trained on the software, and that completing an in‑house design would prevent him from performing other duties, including township projects and a Federal bridge inventory task. He recommended hiring two engineers or pursuing a design‑build procurement that would accept Requests for Qualifications for design firms and negotiate price after selection.
Commissioners authorized the Engineer’s Office to send out RFQs; Rogers estimated it would take three to four weeks to advertise and collect qualifications for review. The board did not tie the authorization to a specific hiring action beyond the RFQ process and gave staff direction to proceed with the procurement step.
The decision reflects a near‑term staffing gap in the Engineer’s Office and shifts initial design responsibility for the Campbell/Strub roundabout to outside firms through a qualifications process.
