Thief River Falls — During its regular meeting the City Council adopted the 2024 street and utilities improvement assessment roll and approved several consent and addendum items, including loan support for commercial renovations, an HVAC project development agreement, funding for arena lighting upgrades and a change order to replace door locks at the new public library.
Assessment roll: The council adopted the assessment roll for the 2024 Street and Utilities Improvement (federally funded) that included $73,857.80 in special assessments for sidewalk tie‑ins and driveway work assessed 100% to benefited parcels. The motion to adopt the roll was moved and seconded and passed by voice vote.
Loans and economic development: On recommendation of the development advisory board, council approved a storefront renovation loan of up to $25,000 at 3% interest (not to exceed 60 months) and an energy renovation loan of up to $100,000 at 2% interest (not to exceed 84 months) for co‑owners of 220 Horace Avenue North to support renovation and energy upgrades.
Contracts and grants: Council authorized the city administrator to sign a project development agreement with Andrew Saar Group LLC to advance phase 2 of HVAC work for city hall (decision covers replacement options for a failing geothermal component or a cooling tower). Council also authorized staff to work with Advance Safe River to apply for a Laura Jane Musser Fund intercultural harmony grant and authorized the mayor to send a letter of support.
Addendum approvals: The council accepted a quote of $79,637 from Lucent HD for RGB lighting and a matrix control system at the Ralph Ingolstadt Arena, funded from remaining bond funds ($45,660.46), a $20,000 BITO Foundation donation and arena capital funds. A late change order to install two new restroom locks at the public library was approved for $2,592.76; council discussed specification errors and agreed to pursue vendor/architect follow‑up while approving the invoice (one council member recorded an opposed vote).
Labor/benefits and committee appointment: The council approved MOUs to implement state‑mandated Minnesota Paid Leave (effective Jan. 2026) with employer premiums paid at not less than 50% and appointed Councilmember Kelly Langness to the cybersecurity committee.
Votes: Multiple motions were moved and seconded throughout the meeting; the chair called voice votes and recorded all motions as passing except one opposed vote on the library lock change order.
