Planning board recommends streamlined process for vacating public easements, forwarding draft to council

The Planning and Advisory Board recommended forwarding a draft city-code amendment that would simplify the process for vacating public streets, alleys and easements in narrowly defined cases.

Carl, a city staff member, told the board the proposed change would shorten the current process for limited, nonmovable encroachments (for example, a permanent structure partially in an easement) by sending eligible cases straight to city council rather than routing every case through the planning board. Staff said the revision is aimed at reducing time and expense for applicants and removing repetitive, low-value board items while preserving utility and public-notice checks.

Under the draft, applicants would still be required to coordinate with utilities and other interested parties; the revision was presented as a way to streamline administrative steps (staff cited prior application costs of roughly $1,000, plus certified-mail noticing). A motion to recommend the draft amendment to council passed on roll call with several members recorded as "Aye." The board’s recommendation does not itself change the code; it forwards the draft for council consideration.

Board members asked staff to ensure required notifications and utility reviews remain intact and to confirm the effective date language in the ordinance draft. The board voted to move the draft forward with no changes recorded in the hearing; the item will appear on a future council agenda for final action.
