Senator Abraham and Brad Hassard (state licensing board for contractors) explained a set of technical amendments to SB 326 that clarify administrative and legal procedures.
Hassard said the amendments limit the board’s involvement in civil procedures until after its adjudication, clarify the appeals process and tighten definitions related to commercial construction, dwelling units and manufactured housing. The amendment also addressed problems with fraudulent insurance certificates and requested a modest administrative fee to recoup past distribution costs to university and technical college programs.
Senator Kathy and other members discussed the proposed administrative fee (reduced in committee from 4% to 2% during informal hall conversations) and praised the board’s outreach. The amendment set was adopted without objection and the bill was reported as amended.
The bill is intended to streamline board procedures and reduce contested court interventions before administrative adjudication.
