Committee amendment 12-66 removed a requirement that license numbers appear on text messages after stakeholders raised concerns about that burden; committee amendment 12-67 narrowed the requirement to persons required to be licensed by the Commissioner of Insurance (rather than including contractors), with staff indicating contractors could be addressed separately on the floor if desired.
Jonathan Davis, who said he had spoken with the Home Builders Association and others, explained the bill's intent and confirmed conversations are ongoing to refine whether contractor licenses are in scope. After discussion and amendments, members reported SB 241 favorably as amended by voice consent.
