The Thief River Falls City Council approved signing a State of Minnesota cooperative agreement to construct ADA-compliant shore-fishing stations and pedestrian improvements at Hart's Park.
City staff described a Department of Natural Resources program that had identified Hart's Park as a priority location due to existing parking and restroom infrastructure. Staff said the available funds would cover 100% of the construction costs; the City would act as fiscal agent to pay contractors and then receive reimbursement from the DNR. Staff noted that the City would still manage project administration and be responsible for ongoing maintenance similar to previously approved trail projects.
"The Department of Natural Resources would reimburse all those costs associated with that," staff said, explaining the program coverage. Council moved and approved a motion to sign the cooperative agreement for the Hart's Park shore-fishing and pedestrian improvements by voice vote.
Staff indicated the project aligns with earlier public works committee discussions and leverages existing park amenities to deliver accessible fishing opportunities.
