The Thief River Falls City Council approved several routine contracts, grants and permits and took action on city-owned property during Monday’s meeting.
The council accepted a Toward Zero Deaths (TZD) enforcement grant of $18,700 for Oct. 1, 2025–Sept. 30, 2026; the grant will be shared with the Pennington County Sheriff’s Office and Marshall County Sheriff’s Office and will fund overtime for enforcement shifts. The council approved acceptance by voice vote.
Public works staff reported that the city solicited bids for sidewalk snow removal and received one responsive bid from Ashton's Mowing Service at $25 per parcel plus a recommended $50 administrative fee. The council approved awarding a two-year contract covering 10/15/2025–03/31/2027.
City staff recommended listing a city-owned lot at 517 Crocker Ave (a parcel previously demolished after a hazardous building) for an asking price of $13,500; staff explained the purchase agreement will require the buyer to build within two calendar years or return the sewer/water connections to the city. The council authorized the city administrator to sign a listing agreement with a local realtor.
Council also approved a request to allow two food trucks in the municipal lot adjacent to Floyd B. Olsen Park on Thursday, Sept. 18 (5:30–7:30 p.m.) with a rain contingency to move to the Curling Club building. One councilor voiced opposition citing fairness to brick-and-mortar restaurants; the motion passed with one stated nay (Councilman Naarud).
After a brief closed session to discuss a land-sale matter (parcel ID provided to council), the council reopened, rejected the offer presented to the city and directed staff to list the parcel on the city website at market value. The council gave the parcel ID on the record when closing and re-opening the meeting.
All actions were taken by voice vote as recorded in the meeting; where recorded the clerk noted the motions passed.
