Council approves first reading of pilot allowing dogs on Satellite Beach mornings

City Manager Britney summarized the ordinance, saying the pilot would permit dogs on city beaches from Jan. 1 through Apr. 30 and initially proposed hours of 5AM–9AM; dogs must be on a leash no longer than seven feet, owners must immediately clean up after their animals, and dogs would be prohibited from dunes. The manager said she would have authority to adjust the timeframe if an active nest or public‑safety emergency required it.
Council members debated timing (some favored adding an evening window; others preferred starting with mornings), whether the regulation should apply to all city beaches or be limited to certain access points, and how to enforce the pilot. The police department and city staff described an education-first enforcement approach: reuse of existing signs via sticker overlays, brochures, Beachcaster notices and initial volunteer ATV patrols; enforcement would escalate to uniformed officers if volunteers identified serious problems.
Public comment was largely supportive: Robert Chase said designated morning hours worked in other communities, and Ron Holton said leash rules and clear regulations encourage self-policing by beach users.
Council amended the ordinance during first reading to extend the morning end hour to 10AM (change to subsection 14‑4(a)), approved the first reading as amended, and directed staff to prepare outreach materials and enforcement planning. The ordinance will return for further council action as required by the code process.
What happens next: staff will coordinate public outreach and volunteer support prior to the pilot start date; the council will review recorded metrics (calls, warnings, citations, compliance) at the end of the trial period and decide whether to repeal, modify or extend the pilot.
