Council adopts four ordinances on second reading; first reading held for beach dog pilot

On the consent and second-reading docket, council members approved: Ordinance 12‑76, which amends land-development regulations to allow car washes as conditional uses with location and operating requirements; Ordinance 12‑78, which revises size and height rules for accessory structures such as detached garages; Ordinance 12‑79, which adds definitions for “accessory dwelling unit” (ADU) and “carwash” to the code; and Ordinance 12‑80, which amends the fiscal-year 2024–2025 appropriations. Staff told the council there were no substantive changes to these items since earlier readings; each ordinance was moved, seconded and adopted by council vote.
“Because there were no substantive edits since the last reading, we proceeded to adoption,” a staff member said during the meeting (staff remarks summarized from the public record).
Separately, council members conducted the first reading of Ordinance 12‑81, a pilot program to permit dogs on any city-owned beaches outside sea-turtle season. The proposed pilot would allow dogs on city beaches from Jan. 1 through Apr. 30 and initially proposed hours of 5AM–9AM; requirements include keeping dogs on a leash no longer than seven feet, prohibiting dog access to dunes, and immediate removal and cleanup by owners. The council amended the ordinance during first reading to extend the morning window to end at 10AM and approved that amended first reading; staff will return the ordinance for the next legislative step and the council will review pilot outcomes after the trial period.
City staff and the police department emphasized enforcement and public education plans, including reuse of existing signs with sticker overlays, brochures and volunteer beach patrols on ATVs during the trial period; officers would respond if volunteers report incidents requiring law enforcement.
What happens next: the ordinances adopted on second reading are effective as provided in each ordinance text. The dog-on-beach pilot will return to the council after the required follow-up (next steps and effective dates to be determined in subsequent meetings).
