6.2 (250 Elliot): CPC staff described a proposal to rehabilitate a residential building at 250 Elliot into six rental units in the Crosswinds NEZ area; after discussion Vice Chair Leticia Johnson moved to send the item to formal with a recommendation to approve and the motion carried without objection.
7.3 (8133 West Village): CPC staff (Chris Gulak) presented a petition to restore a 1928 structure at 8133 to a single-family residence with a proposed $169,000 rehabilitation. Petitioner Elizabeth Cardwell said the house had been vacant and the cost to bring it into code-compliant duplex use was prohibitive; staff confirmed the property is zoned B4 and that the state will select which year the taxable value is frozen upon NEZ certification. The committee moved 7.3 to formal with a recommendation to approve.
7.4 (9727 Dundee, Nardin Park NEZ): Staff described a $54,000 renovation proposed by Eminence Group (represented by Dolores McKinney) to rehabilitate a boarded, vacant single-family house and rent it at an estimated $1,400/month (staff said that would be about 80% of AMI for the size unit). Petitioner McKinney said Eminence Group purchased the property from the land bank and intends to prioritize Detroit-headquartered contractors; council members asked about voucher acceptance and tax uncapping. The committee moved 7.4 to formal with a recommendation to approve.
Each NEZ item will return to a formal committee or council meeting for final action and state-level certification where required. Members flagged affordability and density questions during the reviews and asked staff to verify zoning legality and tax-freeze year as part of formal consideration.
