Committee declines to let petitioner address full council after procedural objections

The Neighborhoods and Community Services Standing Committee considered a petition from James Chandler asking permission to speak before the full Detroit City Council about a proposal to be incorporated into city law and potentially the charter. Committee members sharply debated whether to hear Chandler now, keep the matter in committee or require he follow public-comment procedures.

Procedural split and outcome: Member Renata Miller moved to have the Law Department (LPD) review the petition and include potential fiscal impacts on the general fund; the motion to assign that review was approved and assigned to LPD. When the chair sought unanimous consent to allow Chandler to speak before the full council, Councilmember Scott Benson objected. The chair then attempted to resolve the issue with a formal motion and vote, but the motion to take up line item 6.4 failed after at least two objections and procedural points. The petitioner therefore will not address the full council as part of this meeting.

Why members disagreed: Supporters of hearing Chandler argued the request presented a novel proposal worthy of review and public airing. Opponents, including Benson, said the petitioner had not used available avenues (public comment or prior notification) and warned that allowing ad hoc exceptions could open the door to extensive unscheduled hearings. Law department counsel and Dr. Powers reminded members that the petition had been referred to the neighborhoods committee and did not automatically return to formal session.

Next steps: The Law Department will review the petition and prepare a memo that includes any potential fiscal impact on the general fund and advise when the petitioner could be heard. The committee did not adopt Chandler's petition for a full-council appearance at the meeting.
