Gulak described the building as constructed in 1880 with two separate parcel numbers (1255 and 1257 Bagley), noted that the eastern half (1255) contains one owner‑occupied unit and that the petitioner, Matthew Cassidy, intends to live there long term. Gulak said staff confirmed the property is in the Corktown NEZ and that most of the rehab work was substantially completed in 2024. He listed an estimated rehab cost of about $103,000, including roughly $50,000 for the kitchen and $12,000 for interior updates.
Cassidy told the committee he planned to remain in the unit long term and that the two sides of the building have separate exterior access and separate parcel numbers, which required two NEZ applications. Committee members asked for clarification about ownership and access; Gulak and Cassidy confirmed the units are physically separate and that separate parcel numbers necessitated separate applications.
Vice Chair Leticia Johnson moved to send line item 7.2 to form it with a recommendation to approve; there were no objections and the action was taken without a roll‑call vote recorded in the transcript.
The committee did not adopt the certificate on the floor but forwarded the application with a recommendation for approval to the next procedural step.
