Council adopts CJIS security policy and moves forward on in-car CAD system

A presenter summarized a 38-page policy covering CJIS compliance topics including auditing and accountability, incident response, identification and authentication, configuration and media protection, personnel security, systems integrity, access control, awareness and training, and physical protection. The council moved to adopt the policy and approved it by voice vote.
Separately, a presenter described the proposed Deneck CAD system, which would send calls and show officer locations on in-car computers so officers would not have to rely solely on radio traffic. The presenter said the system allows officers to add disposition notes and case information directly from vehicles. The council requested staff to prepare policies governing certification, permitted uses, and privacy safeguards before rolling out the system.
“We can get over computers all in real time,” the presenter said of the CAD system, adding that the system could receive emergency calls even if radio systems went out. Council members emphasized that operators must be certified and that an agency policy should define data access, auditing and incident response measures.
Next steps: the city will finalize policies for CAD use, staff will arrange certifications, and the CJIS policy will be implemented as required for NCIC access.
