Committee forwards multiple contracts, settlements and a $257,000 election-security grant to formal session

The committee also considered an amended LAZ Parking contract to add time and funds for parking spaces for city employees. The amendment extends the contract through Jan. 30, 2029, and increases funding by $791,000 for a total contract value of roughly $1.127 million; the committee voted to recommend approval.
On cybersecurity, the committee recommended approval of contract 3091430 (Proofpoint subscription renewal for email cybersecurity) for a short-term renewal (total cited $481,000) following a correction noting the contract runs through 2027.
Law Department items included a proposed $500,000 amendment to contract 6003545 (outside counsel handling reversal-conviction matters) through June 30, 2027. Graham Anderson of the law department described these cases as "very high stakes, slow moving, litigious matters" and noted there remains risk of large jury settlements; the committee recommended approval to send the amendment to formal session.
The committee recommended approval for several settlement-related line items: a $50,000 payment in full for Kimberly Robleski (line 7.7), a $217,000 claim involving LLP Construction Services (demolition work), and a $10,000 resolution involving Manuel Gibson and the Department of Transportation. A proposed rescission resolution for Auto Rehab LP (line 8.4) was removed from the agenda after staff identified a significant typo and will be resubmitted.
The committee reviewed a fiscal year 2024 election-security reimbursement grant awarded by the Michigan Bureau of Elections to the Detroit Department of Elections. The resolution stated a federal award of $257,000, with the total allowable project cost listed as $256,700 and no local match required; the committee voted to send the grant appropriation to formal session with a recommendation to approve.
